Regulatory Agency Inspection
Regulatory agencies shut down a landmark Hotel / Residence pending the clean-up and repair of asbestos-containing debris and damaged material found throughout the building.
During a site inspection of the hotel, the City inspectors discovered asbestos debris in the basement and other locations. The building was shut-down, including temporary eviction of tenants/residents and closure of the restaurant/theater, by the City and the state EPA. The owner hired a consultant and abatement contractor who, after several weeks, failed to provide an approved clean-up plan, failed to address the issues and failed to bring the building into compliance. The owners then contracted with Environmental Services, Inc. (ESI) to create a clean-up plan, negotiate with regulators, provide project management and provide the testing and analytical support necessary to demonstrate that the building is in compliance.
ESI highlights of services provided:
- Performed testing to delineate the contaminated areas requiring inclusion in the clean-up plan. The testing demonstrated that, contrary to the Regulator position, the public areas of the building were not contaminated; the approved plan included the basement levels and the pipe chases of all of the floors only;
- Created clean-up plan and successfully presented it to the appropriate regulators. Approval was granted by all regulators.
- Coordinated clean-up and repair with abatement contractor and the owner;
- Provided daily Project Management and air monitoring services
- Within weeks the regulatory restrictions were lifted and the hotel could resume normal operation.
The clean-up plan was effective and created a safe building. Also, the project was time- and cost-efficient and saved the client many thousands of dollars.
